Susan Rice - Wikipedia
Rice served in the Clinton administration in various capacities: at the National Security Council (NSC) from 1993 to 1997; as director for international organizations and peacekeeping from 1993 to 1995; and as special assistant to the president and senior director for African affairs from 1995 to 1997.
At the time of the 1994 Rwandan genocide, Rice reportedly said, "If we use the word 'genocide' and are seen as doing nothing, what will be the effect on the November election?" She subsequently acknowledged the mistakes made at the time and felt that a debt needed repaying. The inability or failure of the Clinton administration to do anything about the genocide would form her later views on possible military interventions. She said of the experience: "I swore to myself that if I ever faced such a crisis again, I would come down on the side of dramatic action, going down in flames if that was required."
Islamists took control in Sudan in a 1989 coup d'état and the United States adopted a policy of disengagement with the authoritarian regime throughout the 1990s. After the September 11, 2001, terrorist attacks, however, some critics charged that the U.S. should have moderated its policy toward Sudan earlier, since the influence of Islamists there waned in the second half of 1990s and Sudanese officials began to indicate an interest in accommodating U.S. concerns with respect to 9/11 mastermind Osama bin Laden, who had been living in Sudan until he was expelled in May 1996. Timothy M. Carney, U.S. ambassador to Sudan between September 1995 and November 1997, co-authored an op-ed in 2002 claiming that in 1997 Sudan offered to turn over its intelligence on bin Laden but that Rice, as NSC Africa specialist, together with then NSC terrorism specialist Richard A. Clarke, successfully lobbied for continuing to bar U.S. officials, including the CIA and FBI, from engaging with the Khartoum government. Similar allegations (that Rice joined others in missing an opportunity to cooperate with Sudan on counterterrorism) were made by Vanity Fair contributing editor David Rose and Richard Miniter, author of Losing Bin Laden.
Secretary of State Madeleine Albright, a longtime mentor and family friend to Rice, urged Clinton to appoint Rice as Assistant Secretary of State for African Affairs in 1997. Rice was not the first choice of Congressional Black Caucus leaders, who considered her a member of "Washington's assimilationist black elite". At a confirmation hearing chaired by Senator Jesse Helms, Rice, who attended the hearing along with her infant son whom she was then nursing, made a great impression on senators from both parties and "sailed through the confirmation process".
Rice supported the Rwandan, Ugandan, AFDL and Angolan invasion of Zaire (later known as the Democratic Republic of the Congo) from Rwanda in 1996 and overthrow of dictator Mobutu Sese Seko, saying privately that "Anything's better than Mobutu." According to Gérard Prunier, a staffer to the Assistant Secretary said that "the only thing we have to do is look the other way", with respect to Rwanda's continued intervention. New York Times correspondent Howard W. French said that according to his sources, Rice herself made the remark. It should be noted the Congo Wars spearheaded by Rwanda led to over five million deaths. In 2012, when serving as UN ambassador, Rice opposed efforts to publicly censure Rwandan President Paul Kagame for again supporting a Congolese rebel group, this time in the 2012 Congo conflict, despite the sacking of the regional capital of Goma. The Rwandan government was a client when Rice worked at Intellibridge in 2001–02.
On July 7, 1998, Rice was a member of an American delegation to visit detained Nigerian president-elect Basorun M.K.O. Abiola. During this meeting, Abiola suffered a fatal heart attack.
Although Rice supported the Lomé Peace Accord, some observers criticized the Sierra Leone agreement as too indulgent of the Revolutionary United Front (RUF) and for bringing the war criminal Foday Sankoh into government, leading to the adoption of United Nations Security Council Resolution 1313, which blamed the RUF for the continuing conflict in the west African country.
Business and think-tank activities
Rice was managing director and principal at Intellibridge from 2001 to 2002. In 2002, she joined the Brookings Institution as senior fellow in the foreign policy program. At Brookings, she focused on U.S. foreign policy, weak and failing states, the implications of global poverty, and transnational threats to security.
During the 2004 presidential campaign, Rice served as a foreign policy adviser to John Kerry.
Rice went on leave from the Brookings Institution to serve as a senior foreign policy adviser to Barack Obama in his 2008 presidential campaign. She was one of the first high-profile foreign policy staffers to sign onto Obama's campaign, as most of her peers had supported Hillary Clinton during the presidential primaries. Rice took a disparaging view of Obama's Republican opponent in the campaign, John McCain, calling his policies "reckless" and dismissing the Arizona senator's trip to Iraq as "strolling around the market in a flak jacket".
On November 5, 2008, Rice was named to the advisory board of the Obama–Biden Transition Project.
U.S. Ambassador to the United Nations
On December 1, 2008, Rice was nominated by president-elect Obama to be the U.S. Ambassador to the United Nations, a position which he restored to cabinet level. Rice became the second youngest person and the first African American woman to represent the U.S. at the UN. Reportedly Rice had coveted the post of National Security Advisor, which instead went to retired United States Marine Corps General, James L. Jones, and she and most of Obama's original foreign policy team were disappointed that they were not picked for the top posts in Obama's administration.
Rice had a poor relationship with State Department veteran Richard Holbrooke, whom she considered to be meddling on her turf and who in return had viewed her as incompetent.
The 2010 National Security Strategy was referred to by Rice as a "dramatic departure" from its predecessor.
Libyan Civil War
As the 2011 Libyan Civil War progressed, Rice made clear that the United States and the international community saw a clear choice for Gaddafi and his aides: step down from power or face significant consequences. Rice offered some of the toughest rhetoric toward Gaddafi, blasting his denials of atrocities against his own citizens as "frankly, delusional". Several UN diplomats said that in a closed door meeting on April 28, Rice's claims of Gaddafi's atrocities included the issuance of Viagra to loyalists in order to further terrorize the population with sexual violence. Together with National Security Council figure Samantha Power, who already supported military intervention, and Secretary of State Hillary Rodham Clinton, who came to support it, the three overcame internal opposition from Defense Secretary Robert Gates, security adviser Thomas E. Donilon, and counterterrorism adviser John Brennan, to have the administration advance a UN proposal to impose a no-fly zone over Libya and authorize other military actions as necessary. On March 17, 2011, the UK, France and Lebanon joined the U.S. to vote for United Nations Security Council Resolution 1973 while Brazil, Germany, and India joined permanent Security Council members China and Russia in abstaining. Rice and Clinton played major roles in gaining approval for the resolution. Clinton said the same day that establishing a no-fly zone over Libya would require the bombing of air defenses. Rice said, "we are interested in a broad range of actions that will effectively protect civilians and increase the pressure on the Gaddafi regime to halt the killing and to allow the Libyan people to express themselves in their aspirations for the future freely and peacefully".
In January 2012, after the Russian and Chinese veto of another Security Council resolution calling on Syrian President Bashar al-Assad to step down, Rice strongly condemned both countries, saying, "They put a stake in the heart of efforts to resolve this conflict peacefully", and adding that "we the United States are standing with the people of Syria. Russia and China are obviously with Assad." In her words, "the United States is disgusted that a couple of members of this Council continue to prevent us from fulfilling our sole purpose".
Some Security Council diplomats took issue with Rice's negotiating style, calling it "rude" and overly blunt. According to David Rothkopf of Foreign Policy magazine, Rice is known for her "abrasiveness" but has the asset of a close relationship with the U.S. president. Human rights activists took issue with Rice and U.S. foreign policy generally in 2012 for working against UN statements that criticized Rwanda for supporting a rebel group in Congo known for committing atrocities.
2012 Benghazi Attack
On September 11, 2012, the U.S. diplomatic mission in Benghazi, Libya was attacked, resulting in the deaths of the United States Ambassador to Libya J. Christopher Stevens, U.S. Foreign Service Information Management Officer Sean Smith, and two former Navy SEALS, Glen Doherty and Tyrone S. Woods. On September 16, Rice appeared on CBS's political TV show Face the Nation and ABC's This Week to state that the attack was a direct result of a "heinous and offensive video", and was spontaneous, not preplanned. She added (on a different subject), "[w]e've decimated al-Qaeda." Although Rice said that the attack "began spontaneously", Patrick F. Kennedy, the under secretary of state for management, had said prior to her interview that he believed the assault was planned, and other sources, including Libyan President Mohammed Magariaf, had expressed the view that the attack was pre-planned and that there was an al-Qaeda link.
Rice qualified her remarks about the attack, saying, "We'll want to see the results of [an FBI] investigation to draw any definitive conclusions." She made similar statements on This Week with George Stephanopoulos, Meet the Press, State of the Union with Candy Crowley, and Fox News Sunday. 97 House Republicans sent a letter to President Obama on November 19 to say Rice's statements were "misleading" and that she should accordingly not be considered a candidate to succeed Hillary Clinton in 2013 as Secretary of State.
Rice stated that her claims about Benghazi were based on the unclassified version of information approved by United States intelligence services. Some Republican Senators, who would have had a vote on whether to confirm Rice, also voiced objections and said their meetings with Rice at the end of November 2012 did not ease their concerns.
The Senate supported a resolution saying, "the violence in Benghazi coincided with an attack on the United States Embassy in Cairo, Egypt, which was also swarmed by an angry mob of protesters on September 11, 2012", and making no mention of Al Qaeda. During a house hearing on May 8, 2013, an email, which was never classified, that was sent on September 12, 2012, to Susan Rice as well as many other members of the State Department, was read aloud by Representative Trey Gowdy (R). The email stated clearly that the attacks were committed by Islamists, with no mention of an "angry mob" or protestors. Gowdy said the Obama administration was "changing names" and "creating aliases" of Benghazi survivors and "dispersing them around the country" to keep them out of sight. According to The New York Times, both protesters angered by an anti-Muslim video and Islamic militants were involved, but no links to Al Qaeda or other officially known terrorist groups were found. It said, "Anger at the video motivated the initial attack." Khattala, an alleged terrorist who was captured for his role in directing attackers, said “From a religious point of view, it is hard to say whether it is good or bad." On December 13, 2012, in a letter to President Barack Obama, Rice asked him to remove her name from consideration for Secretary of State.
National Security Advisor
Rice was picked to succeed Tom Donilon as National Security Advisor immediately following Donilon's resignation on June 5, 2013. The position of National Security Advisor does not require Senate approval. Rice was sworn in as the 24th National Security Advisor on July 1, 2013.
In May 2014, Rice traveled to Israel for meetings with Israeli officials in which nuclear talks with Iran were discussed. Rice's visit, the first in her role as national security adviser, came as peace talks between Israel and the Palestinians collapsed. The Obama administration made clear that Rice's trip was part of regularly scheduled talks and that the stalled Middle East peace discussions were not on the agenda. However, White House Spokesman Jay Carney said negotiations with Iran over its nuclear program would be on the agenda, among other topics.
Rice has been criticized for intensifying the Obama administration's conflicts with Israel during her time as National Security Advisor. Dennis Ross, a Middle East advisor to President Obama, criticized Rice's "combative mind-set" as opposed to her predecessor's, Tom Donilon, who played a more conciliatory role. Ross writes that after Israeli Prime Minister Netanyahu's public reprimand of the Obama administration's Iran negotiations, Rice fumed to Abe Foxman that, "in her view, the Israeli leader did everything but use ‘the N-word’ in describing the president."
n releasing the 2015 National Security Strategy, Rice said that the US was pursuing an "ambitious yet achievable agenda" overseas. She argued that U.S. leadership had been essential for success on issues including Ebola, Iran's nuclear program and sanctioning Russia over Ukraine. Her comments came as President Obama sent his national security strategy to Congress. The document formed a blueprint for foreign policy, defense and national security for the last two years of President Obama's term. It had previously been updated in 2010. In a letter outlining the strategy, President Obama said that the US would "always defend our interests and uphold our commitments to allies and partners", adding, "But we have to make hard choices among many competing priorities and we must always resist the overreach that comes when we make decisions based upon fear."
On a visit to Pakistan in 2015, Rice warned Pakistani political and military leaders that attacks in Afghanistan by militants based in Pakistan threatened regional security. Rice also delivered an invitation from President Obama for Prime Minister Nawaz Sharif to visit the United States in October. The meetings came at a tense time for Pakistan's relations with neighbors Afghanistan and archrival India, along with uncertainty over whether the United States would release $300 million in military aid to Pakistan. Media reports suggested the money could be held back if the United States determined Pakistan was not doing enough to combat the Haqqani network, accused of some of the deadliest attacks in neighbouring Afghanistan.
In a 2015 speech on US-China relations, Rice noted the problems of Chinese hacking, saying, "This isn’t a mild irritation. It is an economic and national security concern to the United States. It puts enormous strain on our bilateral relationship, and it is a critical factor in determining the future trajectory of U.S.-China ties."

If one ventures into the vast wasteland of American television it is possible to miss the truly ridiculous content that is promoted as news by the major networks. One particular feature of media-speak in the United States is the tendency of the professional reporting punditry to go seeking for someone to blame every time some development rattles the National Security plus Wall Street bubble that we all unfortunately live in. The talking heads have to such an extent sold the conclusion that China deliberately released a lethal virus to destroy western democracies that no one objects when Beijing is elevated from being a commercial competitor and political adversary to an enemy of the United States. One sometimes even sees that it is all a communist plot. Likewise, the riots taking place all across the U.S. are being milked for what it's worth by the predominantly liberal media, both to influence this year's election and to demonstrate how much the news oligarchs really love black people.
As is often the case, there are a number of inconsistencies in the narrative. If one looks at the numerous photos of the protests in many parts of the country, it is clear that most of the demonstrators are white, not black, which might suggest that even if there are significant pockets of racism in the United States there is also a strong condemnation of that fact by many white people. And this in a country that elected a black man president not once, but twice, and that black president had a cabinet that included a large number of African-Americans.
Also, to further obfuscate any understanding of what might be taking place, the media and chattering class is obsessed with finding white supremacists as instigators of at least some of the actual violence. It would be a convenient explanation for the Social Justice Warriors that proliferate in the media, though it is supported currently by little actual evidence that anyone is exploiting right-wing groups.
Simultaneously, some on the right, to include the president, are blaming legitimately dubbed domestic terrorist group Antifa , which is perhaps more plausible, though again evidence of organized instigation appears to be on the thin side. Still another source of the mayhem apparently consists of some folks getting all excited by the turmoil and breaking windows and tossing Molotov cocktails, as did two upper middle class attorneys in Brooklyn last week.
Nevertheless, the search goes on for a guilty party. Explaining the demonstrations and riots as the result of the horrible killing of a black man by police which has revulsed both black and white Americans would be too simple to satisfy the convoluted yearnings of the likes of Wolf Blitzer and Rachel Maddow.
Which brings us to Russia. How convenient is it to fall back on Russia which, together with the Chinese, is reputedly already reported to be working hard to subvert the November U.S. election. And what better way to do just that than to call on one of the empty-heads of the Barack Obama administration, whose foreign policy achievements included the destruction of a prosperous Libya and the killing of four American diplomats in Benghazi, the initiation of kinetic hostilities with Syria, the failure to achieve a reset with Russia and the assassinations of American citizens overseas without any due process. But Obama sure did talk nice and seem pleasant unlike the current occupant of the White House.
The predictable Wolf Blitzer had a recent interview with perhaps the emptiest head of all the empowered women who virtually ran the Obama White House. Susan Rice was U.N. Ambassador and later National Security Advisor under Barack Obama. Before that she was a Clinton appointee who served as Undersecretary of State for African Affairs. She is reportedly currently being considered as a possible running mate for Joe Biden as she has all the necessary qualifications being a woman and black.
While Ambassador and National Security Advisor, Rice had the reputation of being extremely abrasive . She ran into trouble when she failed to be convincing in support of the Obama administration exculpatory narrative regarding what went wrong in Benghazi when the four Americans, to include the U.S. Ambassador, were killed.
In her interview with Blitzer, Rice said:
"We have peaceful protesters focused on the very real pain and disparities that we're all wrestling with that have to be addressed, and then we have extremists who've come to try to hijack those protests and turn them into something very different. And they're probably also, I would bet based on my experience, I'm not reading the intelligence these days, but based on my experience this is right out of the Russian playbook as well. I would not be surprised to learn that they have fomented some of these extremists on both sides using social media. I wouldn't be surprised to learn that they are funding it in some way, shape, or form."
It should be noted that Rice, a devout Democrat apparatchik, produced no evidence whatsoever that the Russians were or have been involved in "fomenting" the reactions to the George Floyd demonstrations and riots beyond the fact that Nancy Pelosi, Hillary Clinton and Joe Biden all believe that Moscow is responsible for everything. Clinton in particular hopes that some day someone will actually believe her when she claims that she lost to Trump in 2016 due to Russia. Even Robert Mueller, he of the Russiagate Inquiry, could not come up with any real evidence suggesting that the relatively low intensity meddling in the election by the Kremlin had any real impact. Nor was there any suggestion that Moscow was actually colluding with the Trump campaign, nor with its appointees, to include National Security Advisor designate Michael Flynn.
Fortunately, no one took much notice of Rice based on her "experience," or her judgement insofar as she possesses that quality. Glenn Greenwald responded :
"This is fuxxing lunacy -- conspiratorial madness of the worst kind -- but it's delivered by a Serious Obama Official and a Respected Mainstream Newscaster so it's all fine This is Infowars-level junk. Should Twitter put a 'False' label on this? Or maybe a hammer and sickle emoji?"
Russian Foreign Ministry spokesman Maria Zakharova accurately described the Rice performance as a "perfect example of barefaced propaganda." She wrote on her Facebook page "Are you trying to play the Russia card again? You've been playing too long – come back to reality" instead of using "dirty methods of information manipulation" despite "having absolutely no facts to prove [the] allegations go out and face your people, look them in the eye and try telling them that they are being controlled by the Russians through YouTube and Facebook. And I will sit back and watch 'American exceptionalism' in action."
It should be assumed that the Republicans will be coming up with their own candidate for "fomenting" the riots and demonstrations. It already includes Antifa, of course, but is likely to somehow also involve the Chinese, who will undoubtedly be seen as destroying American democracy through the double whammy of a plague and race riots. Speaking at the White House, National Security Adviser Robert O'Brien warned about foreign incitement , including not only the Chinese, but also Iran and even Zimbabwe. And, oh yes, Russia.
One thing is for sure, no matter who is ultimately held accountable, no one in the Congress or White House will be taking the blame for anything.

President Barack Obama's former national security adviser Susan Rice suggested without evidence that the Russians could be behind the violent demonstrations that have taken place across the U.S. following the death of George Floyd.
Speaking to CNN's Wolf Blitzer Sunday, Rice said:
"We have peaceful protesters focused on the very real pain and disparities that we're all wrestling with that have to be addressed, and then we have extremists who've come to try to hijack those protests and turn them into something very different. And they're probably also, I would bet based on my experience, I'm not reading the intelligence these days, but based on my experience this is right out of the Russian playbook as well."

Rice admits she's not reading the intelligence anymore, so what makes her think the Russians are behind this?
She doesn't offer much more in the way of evidence for her assertion, other than that the Russians are the Democrats' always-present bogeyman, ever ready from behind their poorly translated social media posts to unleash mayhem upon the U.S.
Ever since the election of President Donald Trump, Democrats have blamed Russians for the outcome of the 2016 election.
Special Counsel Robert Mueller found evidence that Russian-linked accounts spent a small amount of money placing social media ads for the purpose of influencing the 2016 election, but there's nothing to suggest their efforts were successful. The Department of Justice abruptly dropped its prosecution of a Russian-based troll farm, days before trial. Mueller also did not find evidence that the Trump campaign conspired with Russia during the 2016 election.
Although the claims of Russian "collusion" in the 2016 election were eventually found to be nearly totally baseless, Rice's new narrative, that Russians support 2020's post-Floyd rioting, appears to be even more fact-threadbare.
Rice's claim drew criticism from across the political spectrum.
Eoin Higgens, a senior editor at Common Dreams, tweeted "you cannot make this sh– up. F -- - deranged" while former U.S. attorney Andrew McCarthy tweeted "there she goes again."There's a reason Rice's claim was not taken seriously -- besides the lack of evidence for the Russian meddling narrative that has dominated the nation's political life since 2016, there's also the sheer ineptitude of the actual Russian trolling and ads themselves.

May 03, 2019 | www.zerohedge.comAttorney General William Barr told the Senate Judiciary Panel this week that he has assembled a team at the Justice Department to probe whether the spying conducted by the FBI against the Trump campaign in 2016 was improper, reports Bloomberg . Barr suggested that he would focus on former senior leaders at the FBI and Justice Department.
"To the extent there was overreach, what we have to be concerned about is a few people at the top getting it into their heads that they know better than the American people," said Barr.
Barr will also review whether the infamous Steele dossier - a collection of salacious and unverified claims against Donald Trump, assembled by a former British spy and paid for by the Clinton campaign - was fabricated by the Russian government to trick the FBI and other US agencies. (Will Barr investigate whether Steele made the whole thing up for his client, Fusion GPS?)
"We now know that he was being falsely accused," Barr said of Trump. "We have to stop using the criminal justice process as a political weapon."
Mueller's report didn't say there were false accusations against Trump. It said the evidence of cooperation between the campaign and Russia "was not sufficient to support criminal charges." Investigators were unable to get a complete picture of the activities of some relevant people, the special counsel found.
Although Barr's review has only begun, it's helping to fuel a narrative long embraced by Trump and some of his Republican supporters: that the Russia investigation was politically motivated and concocted from false allegations in order to spy on Trump's campaign and ultimately undermine his presidency . - Bloomberg
As Bloomberg notes, Barr's review could receive a boost by a Thursday New York Times article acknowledging that the FBI sent a 'honeypot' spy to London in 2016 to pose as a research assistant and gather intelligence from Trump foreign policy adviser George Papadopoulos over possible Trump campaign links to Russia.
The Trump re-election campaign immediately seized on the Times report as evidence that improper spying did occur. "As President Trump has said, it is high time to investigate the investigators," said Trump campaign manager, Brad Parscale in a statement.
During Barr's Wednesday testimony, Senator John Cornyn (R-TX) told Barr " It appears to me that the Obama administration, Justice Department and FBI decided to place their bets on Hillary Clinton and focus their efforts" when it came to investigating the Trump campaign.
Depending on what Barr finds, his review of the Russia probe could give Trump ammunition to defend himself in continuing congressional inquiries -- and in a potential impeachment for obstructing justice. Barr told senators that Trump's actions can't be seen as obstruction if he was exercising his constitutional authority as president to put an end to an illegitimate investigation.
Barr's efforts follow two years of work by a group of House Republicans who have been conducting dozens of interviews regarding the FBI's and Justice Department's conduct in the early stages of investigation of Trump and his campaign. - Bloomberg
On Thursday, Rep. Mark Meadows (R-NC) issued a criminal referral for Nellie Ohr - a former Fusion GPS contractor who passed anti-Trump research to her husband, then the #4 official at the DOJ.
On Thursday, Meadows said that Barr's "willingness to investigate the origins of the Russia investigation is the first step in putting the questionable practices of the past behind us," and that the AG's "tenacity is sure to be rewarded."
The FBI opened its counterintelligence investigation against the Trump campaign after a self-professed member of the Clinton Foundation, Joseph Mifsud, fed Papadopoulos the rumor that Russia had "dirt" on Clinton. That rumor would be coaxed out of the former Trump aide by another Clinton-connected individual - Australian diplomat Alexander Downer, who would notify authorities of Papadopoulos' admission, officially launching the investigation.
Barr says he wants to get to the bottom of it.
His review will examine the above chain of events that set the investigation into motion, and whether any US agencies were engaged in spying on or investigating the Trump campaign before the probe was officially launched .
Barr said he's working with FBI Director Christopher Wray "to reconstruct exactly what went down." He said he has "people in the department helping me review the activities over the summer of 2016."
Notably, Barr said his aides will be "working very closely" with the Justice Department's inspector general, Michael Horowitz.
Horowitz is conducting his own investigation into the origins of the Russia investigation and whether there were abuses when the FBI obtained a secret warrant from the Foreign Intelligence Surveillance Court in October 2016 to spy on another foreign policy adviser to the campaign, Carter Page. - Bloomberg
Barr will also investigate when the DOJ and FBI knew that the Democratic Party and Clinton was Steele .

Odds are Lisa Monaco was in on the John Brennan-Obama meeting in July 2016, as well as the PDB and all the National Security meetings.
The FBI counterintelligence unit had that FISA Title I thingy going on with DOJ National Security Division. Just like John Brennan had outlined to Obama (PBS vids, detailed in comment couple three days ago). And we know National Security Advisor Susan Rice was unmasking Trump people.
Lisa Monaco did not need to unmask. Others were doing the unmaskings. Laundering unmaskings. Pretty clever, yes?

Monaco was counterterrorism, not counterintelligence, should one care to get really down in the weeds. Does that matter? Doubtful. The Obama emphasis was originally cyber-security, and Monaco was the Obama cyber-security expert put forward at the time.

You may recall the incident of the wrong Michael Cohen traveling to Prague to meet with Russians -- when the future 45's personal lawyer was having a family celebration / baseball game stateside? The error was generated by the NSA mega-file. Steele's "Russian contacts" dutifully corroborated Cohen's visit with them in Prague -- how could they not, since they exist only in Steele's mind. In short, the Steele "Russians contacts" are proved to be fictions and if fictions then there was no Russian collusion between the Trump Campaign and Russia.

As it happens, I think the suggestion that Steele's role may have been, in very substantial measure, to give the impression that material from other source was the product of a high-quality 'humint' investigation merits being taken extremely seriously.
However, to repeat claims by 'sundance', while not taking the – rather minimal – amount of trouble required to provide the link which allows others to evaluate them, simply puts people's backs up and makes them less likely to take what you are suggesting seriously.Most unusual, I would say, for an Agent in an upper management position in FBI HQ to open a counter intelligence case and then for all intents and purposes assign it to himself. Cases are normally worked and directly supervised in field offices.
Carter Page during his period of cooperation with the FBI, almost certainly was handled by Agents assigned to a field office. I wonder what they had to say, assuming they even knew, about HQ opening a CI case targeting their former cooperating witness for FISA coverage. It will be very interesting to see who handled Steele. What was the compelling evidence and who furnished it to turn a US Naval Academy graduate, and presumably a Naval Officer with a readily accessible track record in service, into the targeted subject of an espionage investigation. Did he even have any current access to classified information? This is not looking good.

As the facts about who surveilled whom during the transition get sorted out, it is useful to remember why Trump's team and his supporters have reason to be suspicious, thanks to a long documented history of Obama using shady surveillance tactics on both political opponents and international allies. Rhodes himself knows this history but that doesn't seem to matter as he once again attempts to make people believe he fell out of the sky and onto Twitter on January 21st, 2017.

In 2013 the news broke that Eric Holder's Justice Department had spied on James Rosen . Obama's DOJ collected Rosen's telephone records as well as tracked his movements to and from the State Department from where he reported. Rosen was named as a possible co-conspirator in a Justice Department affidavit. Rosen claims that his parents phone line was also swept up in the collection of his records and DOJ records seem to confirm that. Despite the targeting of Rosen, there were no brave calls to boycott the White House Correspondents Dinner.
2. Senate Intelligence Committee and the CIA
CIA officers penetrated a network used to share information by Senate Intel committee members, including Sen. Diane Feinstein, the committee's Democrat chair. The bombshell New York Times report went on to disclose:
The CIA officials penetrated the computer network when they came to suspect that the committee's staff had gained unauthorized access to an internal CIA review of the detention program that the spy agency never intended to give to Congress. A CIA lawyer then referred the agency's suspicions to the Justice Department to determine whether the committee staff broke the law when it obtained that document. The inspector general report said that there was no "factual basis" for this referral, which the Justice Department has declined to investigate, because the lawyer had been provided inaccurate information. The report said that the three information technology officers "demonstrated a lack of candor about their activities" during interviews with the inspector general.
The Obama White House defended CIA director John Brennan's actions and response. Imagine that.
3. Associated Press Phone Records
Much like James Rosen and his shady al Qaeda looking parents, Obama's Justice Department secretly obtained months of phone records belonging to AP journalists while investigating a failed terror attack. And much like the Rosen spying, this was personally approved by Attorney General Holder.
Mass surveillance and expansion of such under the Patriot Act is one of the most historically prevalent things about the Obama administration. There's even a Wikipedia page dedicated to that alone . So why do the media and former administration officials act shocked and surprised when someone points the finger in their direction and asks if targeting an incoming President is possible?
There is a long, decorated history of questionable-even unconstitutional-surveillance from the Obama administration none of which proves Trump's twitter ravings to be true. But it certainly is enough to raise suspicions among Trump's supporters and even some of this critics that he could be perfectly correct.

If anyone expected former National Security Advisor Susan Rice, the same Susan Rice who "stretched the truth" about Benghazi, to admit in her first public appearance after news that she unmasked members of the Trump team to admit she did something wrong, will be disappointed. Instead, moments ago she told MSNBC's Andrea Mitchell that she categorically denied that the Obama administration inappropriately spied on members of the Trump transition team.
"The allegation is that somehow, Obama administration officials utilized intelligence for political purposes," Rice told Mitchell. " That's absolutely false.... My job is to protect the American people and the security of our country. "
"There was no such collection or surveillance on Trump Tower or Trump individuals, it is important to understand, directed by the White House or targeted at Trump individuals," Rice said.

"I don't solicit reports," Rice said Tuesday. "They're giving it to me, if I read it, and I think that in order for me to understand, is it significant or not so significant, I need to know who the 'U.S. Person' is, I can make that request." She did concede that it is "possible" the Trump team was picked up in "incidental surveillance."
"The notion, which some people are trying to suggest, that by asking for the identity of the American person is the same is leaking it - that's completely false," Rice said. "There is no equivalence between so-called unmasking and leaking."

That said, Rice did not discuss what motive she may have had behind what Bloomberg, Fox and others have confirmed, was her unmasking of members of the Trump team.
Rice also flatly denied exposing President Trump's former national security advisor Michael Flynn, who was forced to resign in February after media reports revealed that he misled Vice President Pence about the contents of a phone call with the Russian ambassador. Asked by Mitchell if she seeked to unmask the names of people involved in the Trump campaign in order to spy on them, Rice says: "absolutely not, for any political purpose, to spy, expose, anything." And yet, that is what happened. She was then asked if she leaked if she leaked the name of Mike Flynn: "I leaked nothing to nobody."

In a follow up question, Rice said that when it comes to Mike Flynn with whom she had "civil and cordial relations", that she learned "in the press" that he was an unregistered agent for the Turkish government.

We doubt that anyone's opinion will change after hearing the above especially considering that, in addition to Benghazi, Rice is the official who praised Bowe Bergdahl for his "honorable service" and claimed he was captured "on the battlefield", and then just two weeks ago, she told PBS that she didn't know anything about the unmasking.
It is thus hardly surprising that now that her memory has been "refreshed" about her role in the unmasking, that Rice clearly remembers doing nothing at all wrong.
On Monday night, Rand Paul and other Republicans called for Rice to testify under oath, a request she sidestepped on Tuesday. "Let's see what comes," she told Mitchell, when asked if she would testify on the matter. "I'm not going to sit here and prejudge."

The unmasked names, of people associated with Donald Trump, were then sent to all those at the National Security Council, some at the Defense Department, then-Director of National Intelligence James Clapper and then-CIA Director John Brennan – essentially, the officials at the top, including former Rice deputy Ben Rhodes.
The names were part of incidental electronic surveillance of candidate and President-elect Trump and people close to him, including family members, for up to a year before he took office.
It was not clear how Rice knew to ask for the names to be unmasked, but the question was being posed by the sources late Monday.

Rice is no stranger to controversy. As the U.S. Ambassador to the UN, she appeared on several Sunday news shows to defend the adminstration's later debunked claim that the Sept. 11, 2012 attacks on a U.S. consulate in Libya was triggered by an Internet video.
Apr 04, 2017 | www.bloomberg.comWhite House lawyers last month learned that the former national security adviser Susan Rice requested the identities of U.S. persons in raw intelligence reports on dozens of occasions that connect to the Donald Trump transition and campaign, according to U.S. officials familiar with the matter.
The pattern of Rice's requests was discovered in a National Security Council review of the government's policy on "unmasking" the identities of individuals in the U.S. who are not targets of electronic eavesdropping, but whose communications are collected incidentally. Normally those names are redacted from summaries of monitored conversations and appear in reports as something like "U.S. Person One."
The National Security Council's senior director for intelligence, Ezra Cohen-Watnick, was conducting the review, according to two U.S. officials who spoke with Bloomberg View on the condition of anonymity because they were not authorized to discuss it publicly. In February Cohen-Watnick discovered Rice's multiple requests to unmask U.S. persons in intelligence reports that related to Trump transition activities. He brought this to the attention of the White House General Counsel's office, who reviewed more of Rice's requests and instructed him to end his own research into the unmasking policy.
The intelligence reports were summaries of monitored conversations -- primarily between foreign officials discussing the Trump transition, but also in some cases direct contact between members of the Trump team and monitored foreign officials. One U.S. official familiar with the reports said they contained valuable political information on the Trump transition such as whom the Trump team was meeting, the views of Trump associates on foreign policy matters and plans for the incoming administration.
Rice did not respond to an email seeking comment on Monday morning. Her role in requesting the identities of Trump transition officials adds an important element to the dueling investigations surrounding the Trump White House since the president's inauguration.
Both the House and Senate intelligence committees are probing any ties between Trump associates and a Russian influence operation against Hillary Clinton during the election. The chairman of the House intelligence committee, Representative Devin Nunes, is also investigating how the Obama White House kept tabs on the Trump transition after the election through unmasking the names of Trump associates incidentally collected in government eavesdropping of foreign officials.
Rice herself has not spoken directly on the issue of unmasking. Last month when she was asked on the "PBS NewsHour" about reports that Trump transition officials, including Trump himself, were swept up in incidental intelligence collection, Rice said : "I know nothing about this," adding, "I was surprised to see reports from Chairman Nunes on that account today."
Rice's requests to unmask the names of Trump transition officials do not vindicate Trump's own tweets from March 4 in which he accused Obama of illegally tapping Trump Tower. There remains no evidence to support that claim.
But Rice's multiple requests to learn the identities of Trump officials discussed in intelligence reports during the transition period does highlight a longstanding concern for civil liberties advocates about U.S. surveillance programs. The standard for senior officials to learn the names of U.S. persons incidentally collected is that it must have some foreign intelligence value, a standard that can apply to almost anything. This suggests Rice's unmasking requests were likely within the law.
The news about Rice also sheds light on the strange behavior of Nunes in the last two weeks. It emerged last week that he traveled to the White House last month, the night before he made an explosive allegation about Trump transition officials caught up in incidental surveillance. At the time he said he needed to go to the White House because the reports were only on a database for the executive branch. It now appears that he needed to view computer systems within the National Security Council that would include the logs of Rice's requests to unmask U.S. persons.
The ranking Democrat on the committee Nunes chairs, Representative Adam Schiff, viewed these reports on Friday. In comments to the press over the weekend he declined to discuss the contents of these reports, but also said it was highly unusual for the reports to be shown only to Nunes and not himself and other members of the committee.
Indeed, much about this is highly unusual: if not how the surveillance was collected, then certainly how and why it was disseminated.

A Monday report by Bloomberg's Eli Lake said that Rice requested the unmasking of Trump officials. Names of Americans swept up incidentally in the collection of intelligence are normally masked, or kept redacted, in intelligence briefings . However, the law provides for much leeway when it comes to unmasking by National Security Council officials, which suggests that Rice's request was legal.
This type of request was not a special practice related to the Trump transition team, though the former official did not dispute the reporting by Bloomberg.
As a procedural matter, an intelligence briefer would have had to clear a requested unmasking with the head of the agency providing the intelligence. It is unclear why these intelligence intercepts were considered so important that they would need to be shared with the president's national security adviser.
A former national security official told CBS News that when such information on U.S. individuals is approved and provided by the intelligence community, it is typically given directly to the senior official who made the request and is not broadly disseminated.
On some occasions, the official added, it is necessary to know the identity of U.S. persons in order to understand the context and substance of the intelligence. There is nothing improper, unusual or political about such requests.
President Donald Trump tweeted last month that Trump Tower had been wiretapped by President Obama , a claim for which there is still no evidence. Later, House Intelligence chairman Rep. Devin Nunes, R-Calif., said he had obtained evidence showing that the names of Trump associates that were swept up incidentally by intelligence agencies had been unmasked. That evidence is believed to have been provided to Nunes by the White House.
Rice had said that she was unaware of the names of Trump officials being swept up incidentally by intelligence agencies. "I know nothing about this," she told "PBS NewsHour" last month when asked about Nunes' claim.
